To access DataForm you should mention In the Console, expand the Navigation menu, then select BigQuery > Pipeline (Dataform) instead of In the Console, expand the Navigation menu, then select BigQuery > Dataform.

Adding permitions to service account is not correctly explained. You have to change the permitions, cause adding causes the "check progress" to fail.
