Building a DevOps Pipeline with Cloud Run Reviews

GCP console stopped working / has a bug and did not allow me to access the flask application from the browser even though when I accessed the server from the console's command line via curl the python code was working correctly Additionally the docker file should use pip3 and not pip commands
