I had to change the bucket configuration to allow customer-supplied encryption keys under "Encryption enforcement rules" manually in the console. The gsutil commands give warnings about deprecation.

lots of warning gsutil is depricated, also there where missing information that customer supplied encryption had to be enabled on the bucket.
