Could you maybe choose a more interesting subject than insurance claims? It's really unintuitive that you have to click New > Image and then Generate Media > Image. The initial New > Image function also lets you generate images, but with Nano Banana instead of Imagen. So you can go through the tutorial, but it doesnt accept it.
