The autoscaler is configured to scale based on a load balancing signal but the instance group has not received any utilization data from the load balancer or the utilization is constantly 0. Check that the load balancing configuration is working.

Lab instructions way out of date Didn't specify 'global' while creating the instance template, which caused issues when creating the europe MIG Instructions around load balancing out of date with the UI. Also, can't select 'Ephemeral' for IPv6). Other instructions just generally hard to follow

It's not possible to complete the lab. It's not possible to create a managed group in European region because the template in the US. I've created the same template in Europe and created a managed group in Europe with this template, but check for task 4 doesn't pass. I've checked several times that it configured correctly.
