The creation of data step failed, just like the java one. Need some debugging on this part

use zone us-west1 instead of the us-central zone for the lab and adjust the pipeline start script to run it from that region

dataflow job is failing as we dont have desired workers in us-central1-a zone. I couldn't complete Tasks 6 and 7 because of this reason.
