Work on new lab it says that Workbook is already existed. How it cane be possible?

followed instructions, couldn't validate progress even if I did exactly what I was asked. Also, when i tried running a notebook cell, i got an error telling me that there is a permission problem related to some API stuff, even if I enabled all recommended API as requested
