Please contact support. Another user shared that changing --region=${REGION} to --region=us-central1 corrected the issue.

the first command have to be seperated to two commands. the change of the region dont take affect. and than i get error "failed precondition: due to quota restrictions, cannot run builds in this region. Please contact support"
