First run of terraform failed with error "│ Error: Error creating Network: googleapi: Error 403: Compute Engine API has not been used in project 428196946214 before or it is disabled. had to use Github file because it wasn't clear that I needed to create new files for private server and then I also had to change my Debian version from 9 to 11 because 9 was not found
