Unable to open Jupyter Notebook. Keeps getting error 401 "401. That's an error. That's all we know"

Received the following error message in Python ImportError: The default BigQuery Storage API client cannot be used, install the missing google-cloud-bigquery-storage and pyarrow packages to use it. Alternatively, use the classic REST API by specifying the --use_rest_api magic option. Reached out to support who told me they tested it and see no issues. Tried again today (1/4) weeks after my initial try and got it to work by doing the same things. Nothing was different that I did on my end so not sure how the first 3-5 times I tried it didn't work
