The Workbook won't start - have an error "does not have enough resources available to fulfill the request..." - tried many different zones and machines nad restarting the instance

I have not been able to carry out the laboratory because when I create the notebook I get this error: "The zone 'projects/qwiklabs-gcp-03-cbbe38cf77fa/zones/us-west1-b' does not have enough resources available to fulfill the request. Try a different zone, or try again later.: Something went wrong. Sorry about that." I have tried at other times and other days and still the same error.
