Perhaps I missed a step, but it didn't seem clear that MY_REGION, MY_ZONE1 should've been the region and zone that the VMs defaulted to while being created or that MY_ZONE2 should've been a different zone in the same region. A few steps down while setting up the external load balancer it became apparent that MY_REGION was def my VM's region, MY_ZONE1 was the zone where the VMs were created, and MY_ZONE2 was a different zone in that same region.
