The big issue here is that two tabs (or even two windows) in incognito mode don't imply two profiles. To log in as multiple users, I need a second browser or one window that is not incognito (e.g. a custom profile). The IAM UI didn't seem to quite match what was described. The service account creation had more steps, and it took me a while to work out where I should select the service account to add members, as the permission panel was hidden behind a toggle button with a generic icon.
