There was some confusion around creating the lb / frontend / backend tasks. Could have been a bit more clear. One screen didn't seem to match when starting that section.

The described steps to set up the load balancer was a bit confusing. On GCP the backend configuration is shown above the frontend configuration but the instructions start with the latter.
