It's not working when you want to create target pool, it can't fetch the health check

Health check created using the web console did not get returned with the command "gcloud compute http-health-checks list", so there was an error while trying to create the target pool as the resource "webserver-health" could not be found. Fixed this by creating a healthcheck with the gcloud command "gcloud compute http-health-checks create <NAME>"
