When you create the Service Account you can add Users on the last screen and in your instruction you forget to instruct us to switch back over to IAM THEN click on the Service Account. We are IN Service Accounts, so clicking on the service account name is easy, as instructed but NO add exists. (not under Service Account, you must be under IAM)
