it wasn´t posible create a windows VM in region europe, because resources error. The zone 'projects/qwiklabs-gcp-57636a42d2e4fd6f/zones/europe-west2-c' does not have enough resources available to fulfill the request. Try a different zone, or try again later.

I created the Windows virtual machine however the required zone didn't have the resources, and when I created it in a different zone it didn't collect the points The task was finished but I still didn't receive it's point europe-west-2c doesn't have resources to full fill my request...
