ccnum masking not working at all. Why CLI for setup? Where is UI and code responsible for setting this masking policy for debug sessions?

Something was wrong with my debug session at the end. I could update my masking policy and I could run GET and PATCH from the Cloud console, but I could not get a debug log to show up after I ran the step to update the masking policy for the second time.
