The debug steps did not work. I saw a couple of error messages at the beginning of the debut session and I never saw the request come through the debugger, despite receiving correct responses in the shell indicating that the endpoint was set up and deployed correctly.

api proxy preview (deploy) vs develop (deploy) is buggy and out of sync. The adding the runtime to the instance came out of the blue and too many not explained commands to do it.
