I was confused when the instructions mentioned a "developer tab" as this was not obvious as a person unfamiliar with the Apigee interface. Firstly, this came right after looking in the GCP console, so I wasn't sure you were referring to the Apigee console, and secondly the inferface looks different to Google UX so a screenshot would be helpful to show what I should look for.
