The backend service never came up. I was able to still create the rule for cloud armor, and it displayed the 404 error correctly and the log appeared for the denial. I would've liked to be able to see it with the service up.

When trying to SSH the created VM no way to get access to the system through Cloud Shell nor the Google Cloud Console, seems like the SSH PUBLIC j-key is not accepted, checks are succesfull
