There is something wrong with the commands for changing a bucket to have public access. I timed out trying to figure it out on my first attempt. The second attempt, I ended up doing it manually in the storage console instead of using the cloud shell commands that didn't work. Overall, good lab though.

Could not get past the step to change the first bucket to "Public Access". I do not understand why the commands do not work.
