build trigger steps didn't work. Needed to do an inline cloudbuild.yaml to select the option of cloud logging only

The instructions are out of date. The GCP Console now has a Gen1 and Gen2 code repos. The instructions are for legacy Gen1, and no longer match what is in the console. The instructions should be updated to use Gen2 code repos.
