The commands to build the file structure failed when a second Cloud Shell Editor opened after the "terraform init" command executed - it created a ".terrafom" folder and New Files were put inside. So the lab failed until I went back into the original Cloud Shell Editor and re-created all the files inside the correct structure. Quite a mess.
