Good stuff but could use a little more discussion of what's going on in Terraform. In particular, I'd be really interested in knowing _why_ an empty access_config results in an ephemeral external IP address, which I imagine has to do with how defaults are interpreted, but I'd also like to know why leaving it empty is idiomatic if that's the case.
