I created a network at first because I thought that's what the instructions were asking to do at first. I think it would be more clearly worded by saying "we're going to set up a network using the terraform, etc..." When I ran the terraform apply command I was hit with an "this network already exists error" then realized I probably shouldn't have created a network previously. I deleted it and then was all good to go.
