step 11 "resource "google_compute_instance" "vm_instance"" should replace to "resource "google-compute-instance" "vm_instance"". maybe in latest version the regex is changed. There was a problem. It said in the console, that 'terraform plan' was not able to get a project and project-id (pid). After logging out and in again, it worked.
