unable to create stack driver account with page not found error

FIrst I was unable to Open Google Console, kept giving out this error message: "Your unique, federated login credentials are being created. Please try again in 30 seconds." I stopped the Lab and started again, this time the federated login error was gone. Then, when trying to create Stackdriver account, it failed with this error below. I tried couple of times but no luck there. "Whoops, we can't find that page! If you believe this page should exist, please contact us."

after logging out of stackdriver i was still logged in cloud console...
