Scroll down to the bottom of the page and select Compute Engine default service account from Service account dropdown. Select Allow full access to all Cloud APIs for Access scopes. Click on Save. There was no Service account drop down

This one was a little more confusing as some buttons where hidden under dots/ other functions and I felt this made you go back and forth quite a bit.
