The lab text might need to be updated. I did not find any "Cloud Monitoring API", instead I used "Config Monitoring for Ops API" and it worked.

Some steps didn't work as expected. I had to edit manually the machine type. The nano in default console window mixed the characters and didn't show the file properly until I enlarged the window. Also the kill command didn't kill one of the processes and the CPU load persisted.
