the graphs for CPU usage are now on a separate tab "Monitoring" instead of the bottom of the page. Also, again, europe-west3-b wasn't able to provide enough ressources to complete the deployment, which I find strange. We create new VMs "all the time" in west3 and never had problems. But somehow the deployment doesn't work in that zone/region.
