The Organization Policy for this specific Qwiklabs session is hardcoded to only allow resources in the us-west8 (Milan) region. However, the temporary GCP project that Qwiklabs provisioned for you has not been granted access to us-west8 (which is why us-west8 didn't show up in your gcloud compute zones list output at all). Because of this mismatch: If you try to use us-west8-b, Google Cloud rejects it because your project doesn't have access to the zone. If you try to use any other zone that your project does have access to (like us-east1 or us-central1), the Organization Policy blocks it. This is a critical backend configuration bug on Qwiklabs' side that cannot be bypassed via commands.
