Auth error when I run the dataflow... "If your browser is on a different machine then exit and re-run this application with the command-line parameter --noauth_local_webserver" But, when I put this code inside the args variable at python file... nothing happens!

Nice problem. Still not clear how the magnitudes of the sizes of pipeline parts differ: it seems the number of popular projects is limited, which implies that should be the side input. It is not explicit at all that one part of the pipeline is not processed the same way as the other.
